On Tuesday, July 11, 2023, a number of sheikhs and tribal references in Shabwa governorate announced the declaration of (Alliance of the Sons & Tribes of Shabwa), headed by Sheikh Ali Hassan Bin Doshel Al-Nassi. The declaration came in the context of a movement in a number of governorates, to form their own councils, in light of the deterioration of the status of the legitimate authority on the one hand, and the success of Hadhrami components in forming (Hadramout
National Council) on the other hand, and in the context of sharp unifi-cation between the tribal and political components – which stand behind the declaration of the alliance in (Shabwa) – and the Transi-tional Council, And in light of rumors of wider unification between the two coalition countries – the Kingdom of Saudi Arabia and the United
Arab Emirates – which forced the tribal notables to declare the alli’ance in (Markah Al-Sufla) district, not in (Ataq) city – the administra-tive center of the governorate as it was planned – and in light of the haste of a number of supported persons by the Transitional Council; to declare an entity with the same name and logo.
This raises the following questions: How can highly complex circum-stances affect the situation and role of the alliance? Can it be a politi-cal holder for the demands of the governorate? What are the avail-able opportunities? and the challenges that stand before it?
